WhatsApp Business API Pricing in the UAE (2026)

How WhatsApp Business Platform pricing works for UAE businesses after the October 2026 changes: per-message billing, the four message categories, free windows and how to keep costs down.

WhatsApp is often the channel UAE customers prefer, and the WhatsApp Business Platform (often called the WhatsApp Business API) lets companies use it at scale: automated notifications, AI assistants, team inboxes and CRM integration. Its pricing confuses many businesses, partly because Meta has changed it several times. The most recent changes took effect on 1 October 2026.

This guide explains how the pricing works, what changed, and how to plan your costs. Meta publishes the actual rates on its official rate card, and they change from time to time, so we explain the model here rather than quoting figures that may be out of date.

The app versus the platform

The free WhatsApp Business app on a phone is fine for a small shop with one person replying. The WhatsApp Business Platform is for companies that need several agents, automation, integration with a CRM or website, or AI. The app has no message charges; the platform charges per message, and you usually also pay a provider for the software you use on top of it.

Per-message billing

Since July 2025, Meta charges for each delivered template message, not per conversation. Messages your customers send to you are not charged. Prices depend on two things:

Since April 2026, businesses can be billed in AED.

The four message categories

CategoryWhat it is forTypical examples
MarketingPromotions and anything that is not strictly a transaction update.Offers, new products, event invitations, re-engagement messages.
UtilityUpdates about something the customer has already started or agreed to.Order and delivery updates, appointment reminders, payment receipts, account alerts.
AuthenticationOne-time passwords and login codes.Verification codes for sign-in or payments.
ServiceFree-form replies to a customer who has messaged you.Answering questions, support conversations.

Marketing messages cost the most, and the UAE marketing rate went up on 1 October 2026. Utility and authentication messages cost much less, and Meta offers lower rates for them at higher monthly volumes.

The 24-hour customer service window

When a customer messages you, a 24-hour customer service window opens. Inside it, you can reply with free-form service messages instead of pre-approved templates. Outside it, you can only start a conversation with an approved template.

What changed on 1 October 2026

For most businesses this means two things: busy support numbers may now pay for service conversations, and automated updates sent during a conversation are no longer free.

The free entry point window

When a customer starts a chat by tapping a Click-to-WhatsApp ad in the WhatsApp mobile app, a free entry point window opens. While it is open, which can be up to 7 days, messages to that customer are not charged. If you advertise, sending people straight into WhatsApp can lower your messaging costs as well as your cost per lead.

Provider fees

Meta's charges are only part of the cost. You will usually also pay a Business Solution Provider or software company for the platform you use: the shared inbox, chatbot builder, CRM integration, broadcasts and reporting. Pricing models vary: monthly subscriptions, per-user fees, or a mark-up on each message. When comparing quotes, ask each provider to separate their own fee from Meta's message charges.

How to keep costs under control

  1. Use the right category. Order updates and reminders belong in utility templates, which cost far less than marketing. Meta can recategorise templates that are really promotional, so write them carefully.
  2. Answer quickly. Resolving a question in one conversation uses fewer messages than several back-and-forth exchanges spread across days.
  3. Use an AI assistant for routine questions, so your team handles fewer conversations and replies faster. See AI agents for customer service.
  4. Target marketing messages. Send offers to customers who have opted in and are likely to respond, rather than broadcasting to everyone.
  5. Use Click-to-WhatsApp ads to benefit from the free entry point window.
  6. Track costs by category in your CRM, so you can see which campaigns and processes actually pay back.

Plan with your real numbers

To estimate your monthly cost, list how many messages you send each month in each category, how many go to UAE numbers versus other countries, and how many support conversations you expect beyond the free tier. Multiply by the current rates on Meta's official rate card, then add your provider's fee.
